Residents of the Calder neigbourhood in Edmonton had concerns with diesel fume impacts on the air quality in the area resulting from a Canadian National rail yard located just south of the neighbourhood. Alberta Environment conducted mobile air monitoring surveys in the winter and summer of 2004 and the winter of 2005. In general, pollutant concentrations in the neighbourhood were not significantly different from concentrations measured at the comparison stations outside the Calder neighbourhood.

Emission ranges are based on an assessment of available control technologies.

This interim report had identified the presence of a variety of hydrocarbons in the Three Creeks area. At times, these hydrocarbons were detected in elevated concentrations. No Alberta Ambient Air Quality Objectives were exceeded for any of the samples that had the appropriate sampling intervals.

Ambient air quality objectives are established as part of the Alberta air quality management system. The purpose of this assessment report was to provide a review of scientific and technical information to assist in evaluating the basis and background for an ambient air quality objective for arsenic. Arsenic and its compounds are used in a number of applications and industrial processes. Chrome copper arsenate is used as a wood preservative. Other uses of arsenic and its compounds include the manufacturing of glass, metallurgy, the manufacturing of gallium arsenide for the electronics industry and some medical applications. In Alberta, the power and electrical utilities sector as well as the wood industry (wood preserving) contribute to arsenic emissions.

Description

Ambient air quality objectives are established as part of the Alberta air quality management system. The purpose of this assessment report was to provide a review of scientific and technical information to assist in evaluating the basis and background for an ambient air quality objective for acrolein. Acrolein is a reactive unsaturated aldehyde that exists as a highly volatile clear or yellow liquid. The largest commercial use of acrolein is as a biocide for aquatic environments, specifically for eradicating floating aquatic weeds or bacteria in produced water. In Alberta, acrolein has also been used to scavenge hydrogen sulphide from produced fluid in petroleum operations.

All monitoring sites were downwind of the CNRL natural gas well blowout, except Site G which was a background site. A one-hour AAAQO for hydrogen sulphide of 0.010 ppm was no exceeded. The maximum one-hour average for hydrogen sulphide of 0.001 ppm was measured at both Site G, the background site, and Site H. These were the only two sites were hydrogen sulphide was above the detection limit. The highest one hour total reduced sulphur concentration of 0.002 ppm as measured at Site E.

Alberta Environment regularly conducts short term air quality surveys as part of its air quality monitoring program. These surveys are typically conducted in areas with no permanent monitoring stations or may be done to supplement existing monitoring. For the current survey the department's mobile air monitoring laboratory was used. the MAML is equipped to measure a suite of pollutants commonly associated with industrial and urban emissions.

Odour complaints from the Three Creeks area were received by the Energy Resources Conservation Board and Alberta Environment. Odours were noted when the wind speed was low, and it is likely that this meteorological condition contributed to the accumulation of emitted compounds in the area. The odours in the area were identified as "hydrocarbon type" and air samples were collected at various locations within the affected area, at the potential source locations, and also at background (reference) sites. These samples were taken to a laboratory and analyzed for volatile organic compounds (also known as hydrocarbons).
