The report considers two options for the future: the Village of Gadsby remains a corporation and council implements the recommended actions in this report according to the direction of the Minister of Municipal Affairs; or the municipal corporation dissolves and Gadsby becomes part of the County of Stettler.

The Town of Grande Cache council requested a viability review from Municipal Affairs. A viability review addresses a municipality's governance, finances, and infrastructure to determine whether changes are required for the community to become viable and may result in dissolution. Dissolution is a municipal restricting process whereby a municipality is no longer a separate legal entity and becomes a part of its neighbouring municipality. This document is the results of the review.

Description

In January 2013, following receipt of a sufficient petition from electors of the Village of Clyde requesting that a dissolution study be undertaken for the village, the Minister of Municipal Affairs advised that a study would proceed in the form of a viability review led by a viability team. In October 2014, an Initial Findings Report was released. The information compiled in the Initial Findings Report and comments gathered from stakeholders were reviewed and analyzed. As a result of this analysis, the viability review team has determined that the Village of Clyde is trending towards non-viability. The viability review team will follow this report by developing options that will allow Clyde to become viable in the long-term. Residents will be informed of project updates and further stakeholder engagement will take place once the Viability Plan is drafted.

In May 2013, following a request from the council of the Town of Swan Hills that a dissolution study be undertaken for the town, the Minister of Municipal Affairs advised that a study would proceed in the form of a viability review, and a viability review team was established in August 2013. Following the release of an initial findings report and stakeholder engagement sessions, the review team determined that the Town of Swan Hills is clearly viable.

The Village of Clyde Viability Review Initial Findings Report is intended to provide Clyde community members with information about the Village of Clyde’s finance and governance, as well as programs and services that are offered by the village for the Clyde community. The Village of Clyde Viability Review Team analyzed and reviewed the information which is based on provincial records and information provided by the Village of Clyde between March 2013 and May 2014 and is reflective of the information available at that time. The Initial Findings Report was developed as part of the Village of Clyde Viability Review in order to determine the viability of the Village of Clyde (village) as an incorporated municipality. The structure of this report reflects the spirit of the Government of Alberta’s Municipal Sustainability Strategy, and the viability review team’s approach to the determination of the village’s viability.

The What We Have Heard and Viability Determination report is intended to inform and support the Village of Galahad Viability Review Team’s work in determining the viability of the Village of Galahad. The What We have Heard and Viability Determination report contains a compilation of public input that was received by the Viability Review Team following the release of the Initial Findings Report in April 2014. Input was gathered from an open house held in Galahad on May 6, 2014, and from written submissions received from April 24, 2014 to May 16, 2014. Written submissions were accepted by mail, fax and email.
