Description

The Minister of Municipal Affairs was made aware of serious allegations that had occurred in the operations of the Town of High Prairie as a result of an advisory visit by Municipal Affairs staff to the Town and written concerns from residents. A petition was in the process of being prepared by Town residents when the Minister decided to conduct an inspection of the management, administration and operations of the Town. The inspector was also appointed as an Official Administrator during the course of the inspection. The inspection has determined that the Town has been governed and managed in an irregular, improper and improvident manner. There are numerous contraventions of the MGA which must be addressed. This report has 69 recommendations grouped in the categories of governance, meeting procedures, agendas and minutes, financial, and administration. In July 2011 The Minister of Municipal Affairs received a petition from the electors of the Village of Champion to "conduct an inquiry of the municipal affairs of the Village of Champion for the year 2010 to present." An inspector was appointed in November 2011 and the inspection took place from January 9 to January 11, 2012. The report of the inspector points out a number of items that appear to be in contravention of the Municipal Government Act. The findings and recommendations in this report are intended to be helpful to the Village Council and residents and hopefully help guide a return to clear understanding and productive discussions among the parties.

This report contains 32 recommendations relating to village operations and council governance issues. Based on their findings, the inspectors believe the municipality is being managed in an irregular, improvident and improper manner. They also believe the appointment of an Official Administrator to supervise the village would assist Council and Administration in moving past their difficulties in a positive manner.

In May 2011, the Minister of Municipal Affairs appointed Activation Analysis Group Inc. to perform a municipal inspection, limited primarily to financial policy. The inspector found that financial practices appear to be performed in a manner consistent with the practices used in other municipalities. However, codification of these into current written Village policies and procedures has not been achieved. The main recommendations of this report addresses these gaps, and include better communication with residents regarding the structure and processes that govern the Special Areas Board-Village relationship.

In October of 2009 the Minister of Municipal Affairs received a Petition from the electors for the Village of Rycroft calling for the dissolution of the Village. The Minister notified the affected Councils that a dissolution study for the Village would take place in the form of a municipal inspection. Prior to the Inspection, a Municipal Corporate Review was undertaken by the Minister's office, pursuant to a request from the Municipal Council, and a copy of this review was delivered to the Council in January, 2010. This report does not recommend that the dissolution of the Village of Rycroft take place and explains the reasons why. It also makes recommendations in a number of areas observed during the inspection. It suggests alternatives to dissolution and focuses more on leadership and governance issues of the Village in an effort to be supportive of the Corporation and the region in which they are located. In March 2010, the Minister of Municipal Affairs ordered an inspection into the management and operation of the Village of Vilna. An Inspection requires that the Inspector determine what, if any, matters fall within the guidelines of irregular, improper, or improvident conduct by Council, individual councilors or by municipal staff. The inspection determined the village has been governed in an Improvident manner and that it has been administered in an Irregular manner because there are numerous contraventions of both the Municipal Government Act and sound accounting principles.
