Description

Through the Community Adult Learning Program, Advanced Education supports the delivery of adult learning opportunities, professional development for adult learning practitioners, and other initiatives that foster the advancement of community adult learning in Alberta. The purpose of these guidelines is to ensure that organizations receiving funding through the Program are familiar with its intent and understand the requirements and expectations of grant recipients. While it is understood that each community requires a unique approach to addressing adult learning needs, this document outlines the core expectations of Advanced Education.

Provides policy direction for post-secondary institutions and other adult learning providers that reflects and supports the Adult Learning System Vision and Principles. This includes policy direction on institutional roles, mandates, relationships with each other, with government, and to some extent with their communities. The framework differentiates the publicly-funded post-secondary system in Alberta into six sectors and assigns each of the 26 publicly-funded institutions to one of the sectors, providing descriptions of the programming, research and collaboration mandates of each sector.

Description

The Campus Alberta Quality Council (CAQC) action plans have been developed in accordance with best-practices guidelines identified by the Public Agencies Governance Framework. The CAQC is an arms-length quality assurance agency established to advance the quality of the post-secondary system in Alberta, and is accountable to the Minister of Advanced Education. Its primary responsibility is to provide advice and recommendations to the Minister on applications from post-secondary institutions seeking to offer new degree programs in Alberta. The Council also has a responsibility to review and monitor degree programs to ensure that they meet its expectations of quality.

Description

The Vibrant Learning Communities framework and action plan was developed to strengthen the ability of community adult learning councils and other community literacy providers to provide local programs and services, clarify their important role, and create greater alignment with the public post-secondary system, specifically, with comprehensive community institutions. The Roles and Mandates Framework designates 11 colleges as comprehensive community institutions which have a broader role in working with community learning providers in meeting literacy and foundational learning needs, and ensuring access to a broad spectrum of learning for a geographic service region.

In 2005 a comprehensive review of Alberta’s advanced education system, known as A Learning Alberta, was initiated, with the goal of articulating a new vision and policy outcomes for Alberta’s advanced education system. This report represents the work of the Foundational Learning and Diversity sub-committee. Within the larger context and framework of A Learning Alberta, the sub-committee focused on identifying priorities for community learning opportunities to better meet the learning needs of adults who are under-represented in existing formal learning opportunities, and looked specifically at adults who live with a disability, low literacy skills, low fluency in English and/or challenges of settlement in a new country.
