The stewardship of Alberta's resources requires informed decision-making at local, regional, and provincial scales based on the best available knowledge from multiple knowledge systems. In the interest of advancing Indigenous community-based monitoring (ICBM) in Alberta, interviews were conducted with participants from 51 First Nations and Métis organizations across Alberta. The resulting report provides a snapshot of the ICBM landscape in Alberta, related to needs, interests and readiness to engage in community-based monitoring from the lens of First Nations and Métis organizations between 2015 and 2018.

It is important to recognize and acknowledge the good news, the increased collaboration, communication and other positive shifts taking place throughout the province in FNMI education. Since the introduction of Alberta Education's Business Plan Goal 3: Success for FNMI Students, the establishment of the FNMI Education Partnership Council and the signing of the Memorandum of Understanding for First Nations Education in Alberta, Working Group members have noted positive changes.

The First Nations, Métis and Inuit (FNMI) Workforce Planning Initiative was launched in 2008 and a four-member MLA Committee was appointed to write a report and put forward recommendations for consideration. The report, released in 2010 and entitled Connecting the Dots: Aboriginal Workforce and Economic Development in Alberta, included 30 recommendations. The Government of Alberta accepts 28 recommendations and accepts in principle two recommendations, and this document contains the government response to each of the 30 recommendations.

Description

The First Nations, Métis and Inuit (FNMI) Workforce Planning Initiative was launched in 2008. Over an 18-month period, the four-member MLA Committee which was appointed led an engagement process that included government-to-government meetings with First Nations and Métis leaders; urban Aboriginal dialogues; and meetings with educational institutions, training providers, service delivery, community and economic development organizations, other levels of government, employers, and industry. The focus of the engagement was increasing the participation of Aboriginal people in Alberta’s work force and economy. From all the discussions, input and information gathered the Committee has made 30 recommendations, which are included in this report.

The report, Promising Practices in First Nations, Métis and Inuit Education is part of the ongoing work of Alberta Education's, First Nations, Metis and Inuit Services Branch to identify school based practices that support positive outcomes for First Nations Metis and Inuit (FNMI) students. The in-depth, case studies of two Alberta schools is in direct response Alberta's Commission on Learning (2003) Recommendation #40 supporting an education system that encourages diversity of programming for FNMI students and learns from innovative programs. The two schools highlighted in this report were selected from a total of sixteen pilot schools in the recently completed First Nations Metis and Inuit (FMNI) School-Community Learning Environment Project. The report provides a literature review of current research in Aboriginal Education followed by a background section providing an overview of the project. In March 2003, Alberta Education began preparatory work for the First Nations, Métis and Inuit (FNMI) School-Community Learning Environment Project to address a recognized achievement gap between FNMI and non FNMI learners. Implementation of the project occurred during the 2004-05 school year with the objective of addressing the needs of FNMI learners in sixteen pilot schools across Alberta. A collaborative approach among school staffs, Aboriginal parents, Elders, jurisdiction leaders, Alberta Education, and Aboriginal communities resulted in the implementation of a wide variety of innovative practices designed to improve FNMI student outcomes at individual pilot schools.
