This document outlines the ground rules which apply to the area outlined in Forest Management Agreements 0900044 and 0900045, as well as to Forestry Management Units P14, PO2, PO5, P22 and S26. Ground rules are the practices used in planning and conducting timber harvesting operations. They constitute the methods used to implement decisions made in forest management plans and other higher-level plans such as integrated resource plans. Ground rules establish practices that minimize the chance of negative effects from timber harvesting and forest management operations and activities.

In 2012, Canada and Alberta launched a Joint Oil Sands Monitoring (JOSM) to improve, consolidate and integrate existing disparate monitoring arrangements into a single, transparent government-led approach with a strong scientific base. A Joint Canada-Alberta Implementation Plan for Oil Sands Monitoring was developed, describing a phased and adaptive approach to monitoring in the oil sands region to be undertaken over three years (2012-2015). Included in the Plan was a call for an external expert peer review plan after Year Three. This report presents the findings of the expert review panel.

The goal of this study was to evaluate the Life Cycle Analysis greenhouse gas (LCA GHG) emissions for potential pathways to Europe for producing gasoline and diesel from representative heavy crude oils from Alberta. Another goal was to evaluate the LCA GHG emissions of representative crude oils refined in representative refineries and thereby gain a better understanding of the variability in emissions for different pathways for producing gasoline and diesel for the European market.

Following extensive discussions between the Governments of Canada and Alberta, a Joint Canada-Alberta Implementation Plan for Oil Sands Monitoring was developed for monitoring in the oil sands area. It describes how the Governments of Alberta and Canada will put in place a world class monitoring program for the oil sands to provide assurance of environmentally responsible development of the resource. The purpose of the plan is to support sound decision-making, ensure transparency, enhance science-based monitoring and improve analysis of existing monitoring data.
